Sleep disruption at perimenopause is not the same problem as general poor sleep.

Estrogen regulates sleep architecture directly. As levels fall, deep sleep decreases and the night fragments. Cortisol patterns shift. The circadian clock moves earlier. Hot flashes create a disruption pattern that generic sleep advice was not designed to address.

Standard advice is not wrong. It is insufficient for this specific phenotype.
